. Dr. Gerald Busch graduated from Harvard College in 1977 with a BS in Biochemistry and Molecular Biology. He attended University of Texas Southwestern Medical School and completed his Internal Medicine internship at Baylor Medical School in 1982. Dr. Busch conducted research on the progesterone receptor at the Center for Population Research and Reproductive Biology at Baylor College of Medicine until 1985. He completed his Psychiatry Residency at the University Of Texas Health Science Center at Houston in 1989 and a Fellowship in Child and Adolescent Psychiatry in 1990. He was Assistant Professor of Psychiatry during the following year at UT Health Science Center Houston.

Dr. Busch opened his private practice in Psychiatry in 1990. His practice philosophy has always been to place himself at the service of others. His primary interests are the health, comfort, and safety of his patients.

In 1995, Dr. Busch was appointed Chairman of the Treatment and Research Committee of Houston Crackdown, the Mayor’s anti-drug initiative. In this role he sought to develop a collection of measurements of drug abuse in the Houston area, as well as a catalogue of all treatment resources in the area. With the appointment of former Houston Mayor Lee Brown under President Clinton, the City of Houston was able to participate in a City- Federal partnership with the Office of National Drug Control Policy. Dr. Busch MD served on this committee and noted that although anti-drug efforts and organizations, both enforcement and demand-reduction, were legion, most of the time these efforts operated independently. His efforts subsequently focused on the executive function of promoting communication between the various organizations and agencies involved in anti-drug efforts. In 2004, the Houston Harris County Office of Drug Policy was created and Dr. Busch was appointed Chairman. This Office has made it a mission promote anti-drug efforts by enhancing communication, understanding, and planning between the various drug prevention, treatment, and enforcement efforts.

Community Organizational Government Services

. Dr. Busch has extensive experience in leadership of community anti-drug efforts. In 1996, he was appointed Chairman of the Treatment and Research Committee of the Mayor’s anti-drug initiative, Houston Crackdown. This committee consisted of directors of treatment facilities, chemical dependency researchers, prevention experts, and representatives of HPD Narcotics. Dr. Busch found that there was no shortage of efforts to control supply of and demand for substance abuse in the Houston area, yet little means of communication between these efforts existed. These meetings helped not only to collect information on various measures of substance abuse in Houston communities and to catalogue the extensive substance abuse treatment resources available in Houston, but also provided a forum for the exchange and communication of information between the various agencies, initiatives, and departments involved in efforts to curtail drug abuse.

Beginning in 2005, after a conference in the combined efforts of the City of Houston and Harris County to control the supply of and demand for substances of abuse, hosted by the White House Office of National Drug Control Policy, Dr. Busch MD was appointed Chairman of the newly formed Houston-Harris County Office of Drug Policy (HHCODP). This office allowed more extensive “cross-talk” among the various city and county treatment, prevention, and enforcement resources in the area in their efforts to curtail substance abuse use and traffic in the Houston Harris County area. Please see the letter of reference from Ray Andrews regarding Dr. Busch’s accomplishments in this office. In addition to his community service, Dr. Busch’s role as Behavioral Health Medical Director at Amerigroup Corporation (a Medicare and Medicaid managed care organization) allowed him to apply his expertise in the management of community anti-drug efforts to other states and other substance abuse problems. Based upon studies identifying and increase in the incidence of infants born addicted to opiates due to their mother’s drug addiction (“Neonatal Abstinence Syndrome”), Dr. Busch MD designed an initiative to manage this emerging issue in relevant states and communities in which Amerigroup was involved, during his employment at Amerigroup (2005-2013), in an effort to reduce drug use in pregnant women. Dr. Busch MD is currently involved in a project with the Harris County Institute of Forensic Science and the DEA to develop a team to identify emerging substance abuse threats in the Houston Harris County Region. . .
